Law Degree from Escuela Libre de Derecho with a Master’s in Tax Law. Brings over fifteen years of senior-level experience at Mexico’s Tax Administration Service (SAT) and nearly three decades of combined experience in the public and private sectors.

Academic Background

Jorge Milla is a lawyer from the Escuela Libre de Derecho, with a Master’s in Tax Law from Universidad Panamericana. He also holds diplomas in Free Trade Agreements and in Customs Legislation of Mexico, as well as a specialization in Foreign Trade and Customs.

Professional Career

With nearly 30 years of experience in the public and private sectors, he has held senior positions at the Treasury of the Federation, the Federal Tax Attorney’s Office, the Ministry of Finance and Public Credit, and the Tax Administration Service (SAT). His most relevant responsibilities include serving as Regional Director, Director of Tax Crimes, Customs Fraud Administrator, International Audit Administrator, International Regulatory Administrator, as well as Central Administrator in areas of oversight and auditing of foreign trade operations for large taxpayers.

During his last five years in the federal government, he focused on the supervision and in-depth auditing of foreign trade, both at the national level (execution of audits) and international level (verification of tariff preferences derived from trade agreements).

Subsequently, for a decade, he worked as a partner at ACPM, consolidating his expertise in foreign trade, customs, and international treaties.

 

In his independent practice, he has advised national and international companies through preventive reviews that have helped identify and mitigate million-dollar contingencies, as well as in handling audits that have resulted in significant reductions of tax credits, thus providing his clients with certainty and legal security in their dealings with tax authorities.

 

His experience covers virtually all areas of foreign trade and customs law: audits, customs operations, legal consultations, tariff classifications, interpretation and application of international trade agreements, customs offenses, as well as the management of authorizations and administrative benefits.

Academic Work and Speaking Engagements

In the academic field, he has taught the course “Tax Aspects of Foreign Trade” in the Master’s in Taxation program at Universidad Panamericana and has participated as a speaker in numerous national and international forums, including:

  • Representative of Mexico in the negotiation rounds of the Rules of Origin chapter of the Trans-Pacific Partnership (TPP), in venues such as Malaysia, Vietnam, Washington, and Hong Kong.

  • Speaker at the US-Mexico Customs Compliance Forum, in Houston, Texas.

  • Panelist in “Regulatory Improvement and Determination of Origin in Foreign Trade”, organized in Tijuana by the Confederation of Authorized Economic Operators of Latin America, Spain, and the Caribbean (COEALAC).

  • Speaker at the 5th Foreign Trade Forum: “Challenges and Opportunities in the New Configuration of Global Trade: TPP and the Pacific Alliance”.

  • Presenter at the Mexican Institute of Public Accountants and at the National Association of Business Lawyers (ANADE).

  • Guest speaker and lecturer at numerous courses, conferences, and seminars on foreign trade organized by various business organizations.
